4th gen Camaro sail panel

First time poster long time reader, I'm replacing the sail panel on my 2000 camaro with aftermarket panel. My question is about prep for woven glass underside for epoxy primer. Should this area be sanded with 180 grit and washed with 700 before spraying.

here are a couple pictures of panel I'm referring to and surface I'm dealing with, Magg only says to epoxy prime to seal resin from adhesive bleeding though which is the step GM decided to stop doing in late 1998 models causing the pin holes to come though finish
I hate to sound dumb here just trying restore a few camaros and don't want to make stupid mistakes as they always seem to cost me way to much money to fix
