2k regular build question

Spraying some 2k regular build tonight on some fenders. Ran into kind of an odd issue when I was watching the first coat dry. The fender was dry with the exception of two spots fairly small. They looked wet yet. I gave the a couple more minutes and didn't see a change so I coated it again as I was at 10 minutes or so. The spots stayed wet after the second coat so I dabbed some of it off. It's on a body line so it's no big deal to sand that area off. I'm just confused on why it happened on just a small spot.

For previous coats I have bare steel, 2 coats of epoxy, 48 hours then feather fill, sanded out to 180, 1 coat of epoxy ( I put this on kind of heavy), another 48 hours to where I am now.

Think i should sand that area down to bare steel again?

I just checked after 20 min and its dry, only thing you can see is where my rubber glove touched it why it was wet.

I would guess some sort of contamination. Maybe tack rag residue? Just a guess.

No tack rag used, but I forgot this fender fell off my stand when I was taping the bolt flanges to keep the 2k off of them. I didn't think I touched anywhere I was coating, but second guess that now that you mention contamination.
