2001 Saab 93 bumper & mirror covers

HI all - bought an 01 Saab 2 dr turbo w/35k on the clock , pretty clean but bumper covers a bit scuffed and am thinking about respraying, mirror cover also, gout a brand new unpainted one. Front cover has holes drilled in it for license plate , I want to fill them and paint but Im not shre what kind of plastic it is and what to use to either weld or fill the holes with. On my 71 Satellite with the air grabber bubble I repaired a bunch of cracks with System 3 epoxy & micro-bubble fillers, worked excellent with no shrinking or cracking at all, is that something I could consider for the license holes or does it need to be plastic welded?

Steps Im considering are:

1) sand & filler work - evercoat rage gold - I have it - ok on bumpers or use something else ??
2) spray w/gray SPI epoxy - assume I can mix black & white equally to get gray - top coat is Steel Gray Metallic
3) fill holes appropriately
4) respray epoxy primer & sand out as needed
5) epoxy w/acetone reduced as a sealer
6) base & Universal clear - probably gonna use SW Techbase as weay cheaper than rip off Wesco Supply in Seattle - they're Dupont, PPG

Any thoughts on my process & what to use are appreciated!

I'll start out with no Rage on bumpers, and no acetone to reduce epoxy. Urethane reducer (SPI) only. Any combination of epoxy colors can be mixed together. 1:1 white and black will be fine.
